CAREER HIGHLIGHTS


Over 30 years of management, engineering, and consulting experiences in both the oil and gas and ad valorem tax arenas have provided Randy a unique perspective as he assists his clients in managing their ad valorem tax function. His work, particularly in complex property valuations, negotiation, tax planning, process improvement, and outsourcing of the ad valorem tax function has given him a broad range of experience primarily in the oil and gas industry; however, he has advised clients in many other industries including telecommunications, chemical, industrial, utilities, pipeline, and manufacturing.

Randy’s career began as a petroleum engineer in production engineering and grew to include stints as a reservoir and drilling engineer. He later became a principal owner in a contract drilling and engineering consulting company where his responsibilities included executive management, marketing, engineering, and international operations. Randy then began a career in ad valorem tax consulting. Prior to joining Stancil & Co., he was a Senior Director with Alvarez & Marsal Tax Advisory Services in the Property Tax Advisory Group in Houston, Texas. Previously, he was a Senior Manager with Ernst & Young, LLP for seven years where he supervised the property tax consulting practice for the Gulf Coast region and supervised a team of 20 professionals involved in multi-state and multi-industry property tax engagements.

Randy joined Stancil & Co. in February 2009 as a Vice President overseeing the ad valorem tax consulting team in the Houston office.

REPRESENTATIVE EXPERIENCE


  • Property Valuation/Negotiation - Developed valuation methodologies and performed valuation/negotiation services for numerous energy, telecommunications, and energy service companies. Experience includes valuations of upstream oil and gas assets, drilling rigs, oilfield service equipment, telecommunications equipment, chemical plants, pipelines, compressors, and copper mines. Valuations were utilized to minimize ad valorem taxation. Randy’s extensive experience in negotiating ad valorem tax values for his clients has resulted in millions of dollars in tax savings.
  • Property Tax Management - Managed the property tax department for numerous oil and gas, chemical, telecommunications, oilfield service, and equipment rental companies through client outsourcing arrangements. Responsibilities included tax compliance, incentive analysis, evaluations of major company assets, assisting in merger and divestiture tax issues, tax planning, tax bill approval, and tax estimating analyses.
  • Property Tax Systems - Assisted in the development of property tax systems designed to provide ad valorem tax outsourcing/management for companies with substantial assets in several states. System capabilities include compliance, tax estimating, reporting, scheduling, tax bill processing, and general oversight of the property tax function.
  • Petroleum Engineering - Extensive experience in hands-on production, drilling, and reservoir engineering assignments both as a company employee and engineering consultant. Responsible for developing drilling/recompletion prospects, on-site drilling engineering, reservoir analysis, and oil and gas reserve predictions.
  • Executive Experience - Senior level management experience in several ad valorem tax consulting firms including positions at large national accounting/tax firms. Chief Operating Officer of an engineering consulting firm with international exposure in the horizontal drilling field for both oil and gas and construction projects.
