CAREER HIGHLIGHTS


Jeff has over 30 years of experience in the refining and petrochemical industries. Jeff’s strong technical background, combined with extensive experience in plant operations and economics, brings a broad, common sense background to his consulting engagements. His hands-on experience spans from managing plant operations to business team coordination and supporting substantial refinery asset transactions both in the U.S. and Europe.

Jeff has advised clients in the economic evaluation, business plan development, takeover, or initial operation for numerous refinery, pipeline, and terminal transactions. He has negotiated supply and service contracts, optimized refinery operations through linear program modeling, and valued refinery assets for financial restructuring.

Jeff directs Stancil’s clean fuels/renewable fuels consulting practice. He assists several clients in developing and implementing fuels compliance programs, evaluating low-cost refinery modifications to produce clean fuels, blending renewable fuels, and obtaining EPA designations for small refinery and hardship status. He has represented clients in negotiations with the EPA and state environmental agencies.

Jeff joined Stancil & Co. in 1997.

  • Mergers & Acquisitions - Provided business plan development, contract support, clean fuels strategy, initial staffing plan, pre- and post-closing due diligence, hydrocarbon inventory measurement, and/or asset valuation in support of the following transactions:
    • Holly Refining - Tulsa, Oklahoma refinery
    • Big West Oil - North Salt Lake City, Utah refinery
    • Big West Oil - Bakersfield, California refinery
    • Delek Refining - Tyler, Texas refinery
    • Western Refining - El Paso, Texas refinery and pipeline system
      • BP Amoco
      • Alliance refinery and pipeline system
      • Yorktown refinery
      • Mandan refinery and pipeline system
      • Salt Lake City refinery and pipeline system
    • Petroplus – Cressier, Switzerland refinery.

    Assisted clients in evaluating the purchase and/or preparing bids for the following assets:
    • Valero Ardmore refinery
    • Valero Lima refinery
    • 75,000 B/D Western European refinery
    • 150,000 B/D Asia Pacific refinery
    • 80,000 B/D Western European refinery
    • Farmland Coffeyville refinery
    • Valero Golden Eagle refinery.
  • Clean Fuels/Renewable Fuels
    • Routinely provides fuels regulatory consulting for over 14 U.S. refineries
    • Represented three refiners in obtaining ultra low sulfur diesel compliance hardship extensions
    • Panelist for National Petrochemical & Refiners Association (NPRA) “Clean Fuels Challenge” symposium and current member of NPRA Fuels Committee
    • Member of the Arizona Air Quality Task Force Clean Burning Fuels Subcommittee.
  • Refinery Management - Recently provided an independent review of a U.S. refiner’s process safety management (PSM) program. Served as Interim Planning and Economics Manager for Western Refining Company following the 2003 acquisition of the El Paso refinery. Served as Interim Operations Manager during the sale of LL&E’s Mobile, Alabama refinery to Shell Chemical.
